The Honolulu Authority for Rapid Transportation (HART) is the public transit authority responsible for the planning and construction of the Honolulu rail transit system for the City and County of Honolulu. The rail system, called Skyline, is the first fully automated, driverless urban light metro system in the U.S. and is the largest public infrastructure project in the history of Hawaii. Considerable work is in progress to extend the system past the Daniel K. Inouye International Airport and into downtown Honolulu, representing an 18.9-mile fixed-guideway rail system with 19 stations. It is an exciting time to be at HART, as the first segment of the rail system is open to the public.

HART is seeking an experienced Transit Contract Specialist to join our Procurement and Contract Administration division.  This role ensures that all procurements comply with the state and federal regulations, and that contract requirements are met.  The Transit Contract Specialist will report to the Deputy Director of Procurement and Contracts and plays a critical role in managing change orders across multiple HART contracts.

Job Duties & Responsibilities

  • Supervision and Leadership: Lead and supervise a team responsible for processing contract change orders.  Ensure that requests for changes are managed in accordance with HART’s change management procedures and compliance standards.
  • Change Order Review: Oversees the review of change order documentation for completeness and accuracy.  Ensure all changes align with the approved project baseline, including design and construction documents such as standard plans, design criteria, and specifications.
  • Collaboration: Work closely with project managers to analyze the impact of change requests on various project contracts.  Prepare and present change order analysis, alternatives, risks, and recommendations.
  • Document and Reporting: Assist in the preparation of necessary documentation to complete contract change orders, including obtaining approvals.  Develop reports using PowerPoint, Excel, Word and other software as required.

Minimum Requirements 

  • A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in business or public administration, marketing, economics or a related field; and
  • Three years of professional experience in centralized purchasing and standards and specifications development activities.
  • Knowledge of: Principles and practices of governmental purchasing, and policies and procedures of the Purchasing Division; the Revised Charter of the City and County of Honolulu and ordinances and statutes governing governmental purchasing; various types of commodities and services and their sources of supply; interviewing techniques; research principles, techniques and methods; report writing.
  • Ability to: Effectively draft the most technical and complex specifications; implement procedures for special studies; test and evaluate the quality and suitability of commodities and services; review and revise commodity and purchasing specifications to achieve intended purpose at lowest cost; conduct complex research and evaluate market conditions, commodities, services and price trends; analyze and determine appropriateness of bids; interpret policies, laws and ordinances related to governmental purchasing; establish and maintain good working relationships with vendors, technical consultants, operating agencies and others; prepare clear and concise written reports.
  • Physical Requirement: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.

Work Schedule and Location

  • Monday – Friday, 8-hour shift.
  • The work for this position is conducted in the HART offices, located in Honolulu, Hawaii 96813.  Telecommuting is not currently available for this role.
  • HART does not cover relocation costs.  Must be able to reliably commute or relocate by first day of employment.

Salary Range

$71,016 – $101,064 annually depending on experience and education.
