Procurement

HART, as a recipient of Federal assistance and, except as permitted by Federal law or regulations, is required to use third party procurement procedures that provide full and open competition. HART will issue solicitations and make third party contract awards in compliance with the Hawaii Public Procurement Code and the FTA Circular 422o.1F, “Third-Party Contracting Guidance,” to fulfill the requirements for “full and open competition.”

HART is one of the largest public works projects in the State of Hawaii and has awarded over 82 contracts totaling approximately $4.6B since inception. We encourage the participation of all businesses and certified Disadvantaged Business Enterprises (DBE) to promote long-term growth and success within our local community.

If you have not done so already, please register your organization to create a vendor account. Once registered, your organization will automatically be added to the planholders list when downloading a solicitation and will be notified via email of any addendum to that solicitation.
