The Honolulu Authority for Rapid Transportation (HART), a semi-autonomous city agency, is responsible for designing and constructing Hawaii’s largest infrastructure project: “Skyline,” the nation’s first (driverless) light rail system. The first operating segment opened in June 2023, with plans to extend to the Civic Center Station in Kakaako, including stations at Joint Base Pearl Harbor-Hickam, Daniel K. Inouye International Airport, Middle Street Transit Center, and downtown Honolulu. The project aims to enhance communities by providing a safe, efficient, and reliable rail system.

These positions plan and execute a wide range of public informational activities encompassing a variety of governmental functions and programs; maintain effective working relationships with members of the media, community groups, and key individuals in the public and private sectors; and perform other related duties as required. Applications are being accepted, descending to the Information Specialist I, in the event of recruiting difficulties.

Duties Summary:

These positions perform professional accounting work as a primary work assignment, along other related services, and work on various phases of a fiscal program, as required.

Grade-Level Standards and Distinguishing Characteristics:
These classes reflect responsibility for independently carrying out a variety of public relations and informational activities relating to governmental functions and programs.

Grade I: This level is characterized by its responsibility for executing informational, educational and interpretive activities limited in scope and complexity to the more easily comprehended and less sensitive governmental functions and programs.

Grade II: This level is characterized by its responsibility for executing informational, educational and interpretive activities involving the full range and variety of governmental functions and programs.

Grade III: This level encompasses two basic concepts: (1) executing informational, educational and interpretive activities regularly involving the most difficult, complex, and variable governmental functions and programs, due to their highly sensitive and controversial nature, their far-reaching social/economic impact, their concern with the most pressing issues and problems of the day, and similar factors; and (2) supervising and participating in executing informational, educational and interpretive activities.

Minimum Qualification Requirements for the Class:

Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited four year college or university, with a bachelor’s degree in journalism, communications, or a related field and, for

Grade I: two years of professional experience in researching, analyzing, organizing and preparing written information for dissemination to the print and broadcast news media.

Grade II: three years of professional experience in researching, analyzing, organizing and preparing written information for dissemination to the print and broadcast news media.

Grade III: four years of professional experience in researching, analyzing, organizing and preparing written information for dissemination to the print and broadcast news media.

License Requirement: Possession of an appropriate valid driver’s license, as required.

Knowledge of: publicity methods and media; principles and techniques used in writing informational material; techniques used in preparing and editing copy for printing; local government organization, functions and operations; as applicable, principles and practices of supervision.

Ability to: write and speak effectively; secure, evaluate, and present facts accurately and concisely; work well with people; communicate effectively with the various segments of the public; plan and administer informational programs; as applicable, supervise, assign and review the work of others.

Physical Requirement:

Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.

Schedule and Location:

The work of this position is conducted in the HART offices in Honolulu, Hawaii (no telecommuting allowed) during typical 8-hour shifts. HART does not cover any relocations costs.

Grade I: $63,096 – $89,820/year

Grade II: $71,016 – $101,064/year

Grade III: $76,788 – $109,308/year
