The Honolulu Authority for Rapid Transportation (HART), a semi-autonomous agency of the City and County of Honolulu, is responsible for the design and construction of Hawaii’s largest infrastructure project and the nation’s first fully-automated rail transit system. This project features an automated fixed-guideway rail system on Oahu, stretching from East Kapolei, past the Daniel K. Inouye International Airport and into downtown Honolulu.

The project’s goal is to provide faster and more reliable public transportation services than buses operating in congested, mixed-flow traffic, thereby enhancing transit connectivity within the corridor.

Duties Summary:

These positions perform human resources functions as a primary work assignment, along with other related duties.  Applications are being accepted descending to the Human Resources Specialist I in the event of recruiting difficulties.

Grade-Level Standards and Distinguishing Characteristics:

Grade I:  This class performs work as a trainee in one of the major functional areas of human resources management; receives orientation in, and learns the principles, techniques, laws, methodology and work processes pertinent to the field; and performs other related duties as required. 

Grade II:  This class performs, under close supervision, selected assignments of simple to moderate difficulty in one of the major functional areas of human resources management; and performs other related duties as required.     

 Grade III:  This class independently performs assignments of moderate difficulty in one of the major functional areas of human resources management; and performs other related duties as required.

Minimum Qualification Requirements for the Class:

Grade I:  A combination of education and experience substantially equivalent to graduation from an accredited four year college or university with a bachelor’s degree.

Knowledge of:  methods and techniques for evaluating and analyzing facts, information and issues to resolve problems; report and letter writing; research and statistical methods and techniques.

Ability to:  learn the principles, methods and techniques of human resources management; learn and interpret laws, rules and regulations, and contractual provisions pertinent to public human resources management work; elicit information, analyze it and present ideas and information clearly and concisely, orally and in writing; conduct research; deal tactfully and effectively with other employees, operating officials and the general public; follow oral and written instructions.

Grade II:  A combination of education and experience substantially equivalent to graduation from an accredited four year college or university with a bachelor’s degree; and:

(a) one year of professional human resources management work experience or other responsible professional work experience which required substantial use of analytical skill and involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action; or

(b) six months of professional human resources management work experience pertinent to the specific functional area involved, such as in classification and pay, examination, recruitment, or workers’ compensation.

Knowledge of:  basic government organization and functions; merit system philosophy; principles of public human resources administration; methods and techniques for evaluating and analyzing facts, information and issues to resolve problems; report and letter writing; research and statistical methods and techniques; interviewing principles and techniques; various kinds of occupations and the sources of occupational information; general principles, concepts and processes applicable to the functional area of human resources management involved.

Ability to:  apply the principles, methods and techniques of human resources management applicable to the functional area assigned; interpret and apply pertinent laws, rules and regulations, and contractual provisions; elicit and obtain pertinent factual data, analyze and make sound recommendations as to the action to be taken; research data and prepare clear and concise reports; express ideas logically, both orally and in writing; deal tactfully and effectively with other employees, operating officials and the general public; follow oral and written instructions.

Grade III:  A combination of education and experience substantially equivalent to graduation from an accredited four year college or university with a bachelor’s degree and

(a) two years of progressively responsible professional human resources management work experience or other progressively responsible professional work experience which required substantial use of analytical skill and involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action; or

(b) one year of progressively responsible professional human resources management work experience pertinent to the specific functional area involved, such as in classification and pay, examination, recruitment, or workers’ compensation, six months of which shall have been representative of work of the next lower level.

Knowledge of:  basic government organization and functions; merit system philosophy; principles of public human resources administration; basic principles relating to organization and management; local and State laws, rules and regulations, and contractual provisions governing public employment; methods and techniques for evaluating and analyzing facts, information and issues to resolve problems; report and letter writing; research and statistical methods and techniques; interviewing principles and techniques; various kinds of occupations and the sources of occupational information; working details and basic principles, concepts and processes applicable to the functional area of human resources management involved.

Ability to:  apply the principles, methods and techniques of human resources management applicable to the functional area assigned; interpret and apply pertinent laws, rules and regulations, and contractual provisions; elicit and obtain pertinent factual data, analyze and make sound recommendations as to the action to be taken; research data and prepare clear and concise reports; express ideas logically, both orally and in writing; deal tactfully and effectively with other employees, operating officials and the general public; follow oral and written instructions.

License requirement for all positions: Possession of an appropriate valid driver’s license as required.

Physical Requirement:

Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.

Schedule and Location:

The work of this position is conducted in the HART offices in Honolulu, Hawaii (no telecommuting allowed) during typical 8-hour shifts. HART does not cover any relocations costs.

Grade I: $49,860 – $71,016/year

Grade II: $53,940 – $76,788/year

Grade III: $58,296 – $83,064/year
