The Honolulu Authority for Rapid Transportation (HART) Board of Directors today announced that it selected Lisa Baker to fill the vacant ninth voting member position. This position was previously held by Edwin Young, who stepped down early this year for health reasons. Baker will serve for the remainder of the position’s term, which expires on June 30, 2028.
The volunteer HART Board of Directors, which was established by the Revised Charter of Honolulu on July 1, 2011, is responsible for policy-making and oversight of HART. Baker was first interviewed by a Permitted Interaction Group that was established by the Board to perform an initial review of all applicants for the ninth voting member position. The Permitted Interaction Group recommended Baker, along with two other candidates, to the Board of Directors for consideration to fill the vacant seat. Baker was selected by the Board of Directors at the September 6, 2024 special board meeting, based on her expertise, character and commitment to the responsibilities of the Board.

Lisa Baker brings over 45 years of experience in project and program management to the Board and nearly 10 years of experience within the HART organization. In April 2023, Lisa retired from HART after nearly a decade of active involvement as Project Controls, Changes, and Claims Specialist, and Construction Engineering & Inspection Changes and Claims Specialist, with a primary focus on cost and schedule controls, risk mitigation and management, and contract and claims administration. She holds a Project Management Professional (PMP) certification and is also a member of the Project Management Institute, the Association of Records Mangers and Administrators, and the Association for Information and Image Management.
