The Department of Planning and Permitting (DPP) is reviewing an application for a Special Management Area Use Permit (SMP) to construct portions of the Honolulu Rail Transit Project (HRTP), including a storm water outfall drain line and culvert for the maintenance and storage facility. About 1.3 miles of the HRTP total guideway length of 20 miles, including the makai portion of the Pearlridge Station, lie within the Special Management Area (SMA) and require an SMP. The outfall for the drain line of the maintenance and storage facility is in the 40-foot shoreline setback area and requires a Shoreline Setback Variance.
NOTE: Although an SMP, No. 2010/SMA-57, and a Shoreline Setback Variance, No. 2011/SV-7, were previously granted for the HRTP, new permits are being re-processed pursuant to the August 24, 2012 State Supreme Court ruling in Kaleikini v. Yoshioka (No. SCAP-11-0000611).
In accordance with Chapters 23 and 25, Revised Ordinances of Honolulu, the Department of Planning and Permitting (DPP) will conduct a public hearing regarding these applications on the following dates and locations:
The public hearing has been advertised in the Honolulu Star-Advertiser on July 12, 2013. All interested persons are invited to attend. Any disabled persons requiring special assistance should call 566-2299 at least two working days prior to the scheduled hearing for assistance.
You may review the application material at the DPP, Data Access and Imaging Branch (DAIB), First Floor, Frank F. Fasi Municipal Building, 650 South King Street, during office hours, 7:45 a.m. to 4:30 p.m., Monday through Friday. You may contact DAIB at 768-8277. Those persons desiring to testify may register prior to the public hearing or at the public hearing site and are encouraged to submit one copy of their testimony in writing. Attendance at the public hearing is not necessary to submit testimony. Written testimony which is received by the DPP at the above address prior to the public hearing will be considered in the evaluation of the application.
