Brownfields Assessment and Cleanup Grants Meeting

The Honolulu Authority for Rapid Transportation (HART) intends to submit applications to the United States Environmental Protection Agency (USEPA) for the 2017 Brownfields Assessment and Cleanup Grants for a City Center Section of the Honolulu Rail Transit Project (HRTP).  A Brownfields site is defined as real estate property for which expansion, redevelopment, or reuse may be complicated by the presence or potential presence of hazardous substances, pollutants, contaminants, controlled substances, petroleum or petroleum products, or is mine-scarred land.  USEPA Assessment and Cleanup Grants provide funding support for developing inventories, prioritizing sites, conducting community involvement activities, performing site assessments and cleanup planning, and cleanup of Brownfields sites.

If selected, HART would use its Brownfields Assessment and Cleanup Grant funds to identify potential Brownfields sites, conduct environmental site assessments, determine whether remediation of contamination is warranted, and perform remediation activities at properties planned to be acquired for the HRTP City Center Section.

In coordination with other transit-oriented development programs being conducted for the HRTP, the identification of Brownfields sites, assessment of contamination, determination of potential remediation, and performing contamination remediation will contribute to achieving the following goals:

  • Increase housing and job growth along the HRTP City Center Section transit corridor
  • Value communities and neighborhoods by supporting community plans through the revitalization of Brownfields sites
  • Increase transportation choices, helping promote equitable and affordable housing and increasing the quality and extent of welfare, environmental, and public health benefits
  • Support environmental justice through sustainable and equitable development approaches

HART is accepting public comments on the draft grant applications and the draft Analysis of Brownfields Alternatives (ABCA) until December 19, 2016.
