1.0 Overview
The Honolulu Authority for Rapid Transportation (“HART”) is a semi-autonomous agency of the City and County of Honolulu (“City”), created pursuant to an amendment to the Revised Charter of the City and County of Honolulu 1973 (“RCH”) to develop, operate, and maintain the Honolulu Rail Transit Project (“HRTP”).
HART is seeking a professional Consultant to provide project-wide real estate mapping and surveying services. Work shall comply with all applicable Hawai‘i laws, including without limitation, Hawai‘iʻs Rules of the Land Court and Hawai‘i Administrative Rules and maps shall accurately reflect (1) existing parcel conditions including ownership, restrictions and encumbrances and (2) legal status of subdivisions, whether proposed or approved. Work shall also be in accordance with the requirements of the Bureau of Conveyances of the State of Hawai‘i, following the Land Court and File Plan Mapping Guide (State of Hawai‘i Department of Accounting and General Services). HART shall provide title reports as necessary.
The successful firm must be licensed to do business in the State of Hawai‘i at the time of submission of the Statement of Qualifications to this Notice. HART is receiving funding assistance from the United States Department of Transportation, Federal Transit Administration (“FTA”) and must comply with the applicable statutory, regulatory, and administrative requirements including FTA third-party contracting requirements. The successful firm shall also comply with the applicable federal requirements.
1.1 HRTP Description
The HRTP is an approximate 18.75-mile grade-separated, automated fixed rail system from East Kapolei in the west to the Civic Center Station, located east of downtown Honolulu, in the east. The HRTP includes 19 stations, 80 light-metro fully automated (driverless) rail vehicles, a maintenance and storage facility (MSF) on a 44-acre parcel near Leeward Community College, and three park-and-ride facilities. The mission of the HRTP is to provide fast, reliable public transportation services in rapidly developing areas with diverse populations. The HRTP is the largest infrastructure project in the history of the State of Hawaii and will be the first fully automated commuter rail system in the nation.
The HRTP alignment is separated into three segments as follows:
Segment 1 – Kualaka‘i (East Kapolei) Station to Hālawa (Aloha Stadium) Station
The alignment begins at Kualaka‘i Parkway at the East Kapolei Station near the University of Hawai‘i West O’ahu campus and continues to the Aloha Stadium Station. Segment 1 includes approximately 10 miles of guideway and nine rail stations.
Segment 2 – Hālawa (Aloha Stadium) Station to Kahauiki (Middle Street) Station
This segment extends the route from the Aloha Stadium Station, past the Pearl Harbor Naval Base and the Daniel K. Inouye International Airport, to the Middle Street Transit Center. Segment 2 includes approximately 5.2 miles of guideway and four rail stations.
Segment 3 – Kahauiki (Middle Street) Station to Ka’akaukukui (Civic Center) Station
This segment extends the route from the Middle Street Station, through downtown Honolulu, to the Civic Center Station, located at the intersection of South Street and Halekauwila Street. Segment 3 includes approximately 3 miles of guideway and six rail stations. There is an option to extend the segment 1 mile to Ala Moana Center and two additional stations, Kaka’ako Station and Ala Moana Center Station.
HART’s responsibility is for the design and construction of the Project. As each segment is completed and ready for passenger service, the completed segment will be transferred to the City’s Department of Transportation Services (“DTS”), which has the responsibility for rail operations and maintenance.
1.2 Scope of Work
An indicative listing of tasks relating to the Contract Scope of Work (“Work”) for this RFQL is attached hereto as Attachment 1. A final determination of levels of effort, work, scope, responsibilities, and schedule will be negotiated with the selected Offeror pursuant to Hawaii Revised Statutes (“HRS”) §103D-304(h).
