Honolulu Rail Transit Project Emergency Preparedness Drill Overnight July 15-16

The Honolulu Authority for Rapid Transportation (HART) and Hitachi Rail Honolulu JV (HRH) will conduct an Emergency Preparedness Drill as part of the Trial Running testing phase of the Honolulu Rail Transit Project. This drill will involve City and County of Honolulu First Responders, including the Honolulu Police Department, Honolulu Fire Department, and Honolulu Emergency Medical Services, among others.

DETAILS //
An emergency preparedness drill will be conducted as part of the Trial Running testing phase of the Honolulu Rail Transit Project, in preparation for the opening of Skyline’s Segment 2 and will involve City and County of Honolulu First Responders. The overnight drill will occur on Tuesday, July 15, 2025, from 10:00 p.m. to 4:00 a.m. Wednesday, July 16, 2025, allowing first responders the opportunity to simulate emergency scenarios and test the coordinated response of participating agencies.

This drill is being conducted in partnership with the City and County of Honolulu’s Department of Transportation Services; Hawaiʻi Department of Transportation; Honolulu Fire Department, Honolulu Police Department, Honolulu Emergency Medical Services; Oahu Transit Services/The Bus; Transportation Security Administration; K&J Safety and Security Consulting Services, Inc.; Honolulu Authority for Rapid Transportation; and Hitachi Rail Honolulu JV.

The goal is to ensure all agencies have the opportunity to evaluate their preparedness, assess emergency coordination, and support a safe and secure transit system.

What to Expect:

  • Increased activity and noise at the Lelepaua (Daniel K. Inouye International Airport) Station during the drill.
  • Temporary road closures at Ala ‘Auana Street and Ala Onaona Street at the Daniel K. Inouye International Airport from 10:00 p.m. on July 15 to 4:00 a.m. on July 16 with detour signage and traffic control to guide motorists.

Important Note:

  • This exercise will not interfere with any airline passenger services.
  • There will be no interruption to Skyline passenger service.
  • Skyline Segment 1 between Kualaka‘i (East Kapolei) Station and Hālawa (Aloha Stadium) Station, will resume normal operations at 5:00 a.m. on Wednesday, July 16.
