HART issues Nan, Inc. Notice to Proceed for Dillingham Utilities Relocation

HONOLULU – The Honolulu Authority for Rapid Transportation (HART) today announced that a Notice to Proceed had been issued to Nan, Inc. for utility infrastructure relocation along Dillingham Boulevard. The $496.3 million contract was recently awarded to Nan, Inc. in August 2022 and includes the relocation of utilities along Dillingham Boulevard from the corner of Kamehameha Highway and Laumaka Street to the corner of Dillingham Boulevard and Kaaahi Street. Physical construction is expected to begin before the end of 2022 and be completed by the first quarter of 2026.

The major scope elements for utility relocations include storm drainage, sanitary sewer, water main, gas/fuel, electrical and communications infrastructure and roadway improvements. Other scope elements include traffic signal systems, street lighting and service reconnections. This project will involve the operation of multiple construction sites operating simultaneously. Both daytime and nighttime work is anticipated with periods of 24/7 construction in select areas on an as-needed basis. This project will also require temporary closures of traffic lanes, sidewalks and on-street parking.
