HART Board of Directors Elects New Chair and Vice Chair

The Honolulu Authority for Rapid Transportation (HART) announces the election of Kika G. Bukoski to serve as Chair of the HART Board of Directors and Chris Takashige to serve as Vice Chair, effective immediately.

Bukoski, who previously served as Vice Chair and most recently as Chair Pro Tem following the resignation of Chair Colleen Hanabusa on September 26, 2025, was unanimously elected by his fellow board members during the October 24, 2025 board meeting. Bukoski brings extensive experience in business and in local, state, and federal government affairs, including prior service as a State Representative. Since joining the HART board in 2020, he has demonstrated steadfast leadership, a collaborative approach, and a clear commitment to advancing the Honolulu Rail Transit Project.

“I am honored to have been entrusted by my colleagues to lead the HART Board at such a pivotal time,” said Bukoski. “Our focus remains on delivering a rail system that is safe, reliable, and truly serves our community while maintaining the highest standards of financial responsibility and transparency.”

Bukoski’s election comes at a pivotal time for HART, following the successful completion of Segment 2 of Skyline. The agency now shifts its focus to the design and construction of Segment 3, which will extend service beyond Middle Street and into Kaka’ako.

“I want to assure our community and stakeholders that the HART Board remains fully committed to mutual trust, respect, and accountability in every decision we make.” Bukoski said, “I truly believe in this project as an essential part of addressing Hawaii’s growing population and transportation needs. We are dedicated to completing it on time and within budget.”

In addition, Board Member Chris Takashige was unanimously elected as Vice Chair. Takashige brings over 40 years of experience in construction management and engineering. He has served as Manager of Construction Management at AECOM Technical Services in Honolulu, overseeing projects across the Pacific. He also served as Director of Design and Construction for the City and County of Honolulu, and has worked in the Engineering Division of the Department of Land and Natural Resources (DLNR). Takashige was appointed to the board by Honolulu Mayor Rick Blangiardi on August 1, 2025.

The volunteer HART Board of Directors, established by the Revised Charter of Honolulu on July 1, 2011, is the policy-making body of HART.
