Under procurement requirements, the award is subject to a 10-day period when other bidders may file a protest. The Dillingham utility relocations have long been identified as a critical component for the completion of the rail project.
A recent City audit of the Honolulu Authority for Rapid Transportation (HART) finds that HART has successfully completed all nine recommendations, which the Honolulu City Auditor previously deemed incomplete.
