Disadvantaged Business Enterprise (DBE) Program

The DBE Program is under review to comply with the Final Interim Rule issued by Department of Transportation on Sep 30, 2025. Any questions related to the DBE program may be addressed to the DBELO for HART at richard.oshiro2@honolulu.gov.

HART contracts millions of dollars in federal transportation funds. As a result, HART is required to have a Disadvantaged Business Enterprise (DBE) program which establishes non-discrimination practices and measures. 

HART has established a DBE program in accordance with the regulations of the U.S. Department of Transportation (USDOT). HART has received federal financial assistance from USDOT and as a condition of receiving this assistance, HART has signed an assurance with the USDOT that it will comply with 49 CFR Part 26.
