Under the direction of the Deputy Director of Budget and Finance, this position (1) is principally responsible for the HART grants management program, which includes monitoring and reporting on financial grants at the federal, state, and local levels (1) performs work as budget analyst for the HART capital and operating budgets.
Duties & Responsibilities
- Prepares applications for federal funds. Analyzes grant requirements; compiles necessary data; completes required documents in a timely manner; provides technical expertise and assistance to project staff; and advises program level and senior management.
- Identifies, establishes, and executes grant-related financial plans and policies. Evaluates the status of grants to confirm that federal funds are properly controlled and accounted for. Prepares and submits grant budget revisions.
- Establishes or updates grant-related financial plans and policies.
- Completes the required annual Certification and Assurances for submittal to FTA; coordinates and oversees the FTA Triennial Review on behalf of HART; prepares and submits the required National Transit Database (NTD) reporting.
- Prepares grant drawdown requests and prepares/submits the required financial reporting to grantees.
- Completes required procedures related to grant compliance, including the Single Audit Act (A-133) and the federal Improper Payments Elimination and Recovery Act (]PERA).
- Establishes grant and accounting procedures to monitor status of grants.
- Establishes financial controls and systems for new grants/programs.
- Works with Contracts and Legal staff to confirm that federally funded contracts and related documents meet granter and federal requirements.
- Closes out completed grants.
- Prepares and submits reports required by the granter agency.
- Closes out completed grants.
- Assists in the development and management of an annual financial plan.
- Prepares reports and analyses related to the budget. Assists in providing the analyses and responses to inquiries from the HART Board, City Council, the Federal Transit Administration, and other agencies.
- Monitors encumbrance information in the financial system(s) to verify the accuracy, and conformance to budget. Confirms that accurate balances are maintained in the accounting system.
- Performs other duties as required.
Minimum Requirements
- Bachelor’s Degree and previous experience in grants financial management, finance, accounting, and/or auditing.
- Methodical and strategic thinking.

- Knowledge of auditing policies.
Qualifications
- Knowledge of grant processes including accounting and financial reporting.
- Proficient in the use of financial management software to include spreadsheets and databases, required.
- Ability to interpret complex grant funding requirements, submissions, and budget projections.
- Ability to interpret federal. state, and local government laws and regulations regarding grant administration

Pay
$67,200.00 – $99,468.00 per year
