Administrative Services Officer III

Under the supervision of the Deputy Director/Chief Operating Officer, serves in the dual capacity of executive and staff assistant with coordinative and supervisory responsibilities over centralized, specialized administrative and technical service functions for the Honolulu Authority for Rapid Transportation.

Duties & Responsibilities

  • Plans, conducts and coordinates administrative staff services and controls
  • Advises and assists top management in all internal management, fiscal, and personnel staff functions
  • Direct the personnel recruiting and hiring process
  • Formulate the HART Staffing and Succession Plan that meets approval of the Federal Transit Administration (FTA)
  • Make presentations to the FTA, the HART Board of Directors and testify at City Council Hearings as necessary
  • Direct and perform property management activities to include analysis of office space requirements, procurement of office facilities including field offices
  • Provide information technology support for all users including desktop, network, software and hardware

Qualifications

  • Bachelor’s (Preferred)
  • Organization and Management Analysis: 1 year (Preferred)
  • Personnel Management: 1 year (Preferred)

Training, Experience & Requirements

A combination of education and experience substantially equivalent to graduation from an accredited four year college or university with a bachelor’s degree in business or public administration, or a related field, and five (5) years of progressively responsible professional work experience in personnel management, budget analysis, or organization and management analysis, two (2) of which shall have been in a government agency and involved the following:

Staff Specialist Experience: Professional work experience which regularly encompassed difficult and complex situations and problems with responsibility for furnishing advisory services to management in the applicable functional areas.

Supervisory Experience: Professional work experience which included: planning and directing the work of others; 2) assigning and reviewing their work; 3) advising them on difficult problem areas; 4) timing and scheduling their work; and 5) training and developing them.

Pay

$95,988 – $110,000 a year
